What is a BID?

A Business Improvement District (BID) is a nonprofit downtown organization formed and managed by property owners to provide supplemental programs and services that benefit downtown properties, businesses, residents, students, and visitors.

These enhancements address the unique needs of this geographic area and go beyond what the City and local partners can provide.

THE BID DELIVERS

BID PLAN COMPONENTS:

Goal: Make Downtown Lowell Welcoming

The Downtown Lowell BID will create a destination that is welcoming for all.

Goal: Establish and maintain a brand identity for Downtown Lowell

The Downtown Lowell BID will market and advertise Downtown Lowell with a district-wide marketing and branding effort.

Business Support & Recruitment

Goal: Strengthen the economic base of Downtown Lowell

The BID will create a balanced and flourishing ecosystem downtown that attracts and retains businesses and consumers.
